CINE PLURAL FESTIVAL RULES & PROCEDURES

The cultural action called Cine Plural is promoted by Zeppelin Produções and its legal representative Gilmar Vieira dos Santos, with a mailing address at Avenida Dr. Chucri Zaidan, 20th floor, Sao Paolo, SP, 04583-110, Brazil, registered with the CNPJ under No. 18.423.139/0001-03. Participation is voluntary and free of charge, not being conditioned, under any circumstances, to luck, price payment and/or purchase of products or services by the participants, being, therefore, of an exclusively cultural/recreational nature, in accordance with the provisions of article 30, of Decree no. 70.951/72 and in article 3, item II of Law no. 5,768/741.

CINE PLURAL

​

Cine Plural makes public, to whom it may concern, the set of rules and regulations that will guide the selection and awarding of short and medium-length films submitted.

Cine Plural Opening Ceremony will be presented on March 8th and the sessions will be held from the 23rd to 26th, 2023, at Reserva Cultural and a special session will take place at Parque Municipal Mario Pimenta Camargo - Parque do Povo, both in the city of Sao Paulo, state of Sao Paulo, Brazil

The winning films will be defined by popular vote and will receive, in addition to the certificate, an award in the global amount of R$ 30,000.00 (thirty thousand reais), divided into two competitive categories:

·    Competitive Exhibition I – Short Films: BRL 10,000.00

·    Competitive Exhibition II – Medium/Length Films: BRL 20,000.00

All activities, as well as movie tickets will be available at no cost to participants during the event.

Cine Plural Festival is an initiative carried out by Zeppelin Productions and sponsored by the Ministry of Culture of Brazil through the Federal Cultural Incentive Law (Law 8.313/91).

RULES & REGULATIONS FOR SUBMITTING TO THE 2023 CINE PLURAL

1 PARTICIPATION RULES

​

1.1 The Competitive Show comprises:

A. Competitive Exhibition I - short films - the audiovisual works are eligible as described below:

a 1. Movies of up to 15 minutes;

a.2. National and international audiovisual works whose technical file is composed by women in the following functions: director, screenwriter and producer.

B. Competitive Exhibition II – médium-lenght and feature films -  the audiovisual works are eligible as described below:

b.1. Films from 20 minutes to 70 minutes (médium-lenght films) and films from 70 minutes (feature films);

b.2. National and international audiovisual works whose technical file is composed by women in the following functions: director, screenwriter and producer.

1.2 The Non-Competitive Show comprises:

a.1. Films of any length selected by the festival's organizing committee;

a.2. National and international audiovisual works on social, cultural and environmental themes bringing light to the UN's 2030 Agenda;

a.3. These audiovisual works will be selected by the organizing committee in line with the theme of the festival.

1.3 Films competing in both competitive categories must:

I. Be enrolled by individuals or legal entities;

II. Have been completed from August 1, 2018;

1.4 The registration of the film implies the acceptance of free screening, considering the festival is free of charge for the public, within the framework of the festival if selected by the organizing committee:

I. At the official session to take place on March 8, 2023, at Reserva Cultural.

II. At the sessions from March 23 to 26, 2023, at Reserva Cultural and Parque do Povo. III. At the sessions during the debates and workshops and other free activities of interest to Cine Plural in order to promote the festival and its partners.

1.5 The following cannot compete, directly or indirectly, in this selection:

I. The natural person who is a spouse, partner or relative, in a direct or collateral line, by consanguinity or affinity, up to the second degree, of:

a) administrator, director or associate with management power of the Instituto Socioambiental Cenários Futuros and their legal representative;

b) a public agent with a position in a commission or a position of trust who is assigned to the Secretary of Culture of the State of São Paulo;

c) a public agent with a position in a commission or a position of trust who is assigned to the Ministry of Culture;

d) member of the festival's organizing committee.

2. FILM REGISTRATION PROCEDURES

2.1 Film submissions will be made from February 18 to March 13, 2023, until 11:59 pm, as follows:

I. submit a duly completed registration form at www.cineplural.com.br

II. submit the link to the audiovisual work according to the technical guidance indicated at the end of the "registration form", if it is a password-protected link, inform it in the dedicated field on the form;

2.2 All expenses and charges for sending the material are borne by the sender;

2.3 All proposals must be completely original, and it is up to the participant to assume any responsibility resulting from claims by third parties with regard to authorship rights and related rights, exempting the filmmakers from any burden or responsibility;

2.5 Registration is free.

3. FILM SELECTION CRITERIA

​

3.1 The selection of submitted audiovisual works will be carried out by the festival's organizing committee, made up of professionals with proven experience in the area.

3.2 The list of films selected for the competitive screenings will be announced by March 17, 2023 on the festival platform;

4. PROCEDURES FOR SELECTED FILMS FOR SHOWCASES

4.1 The directors of the films selected for the exhibitions must send through the festival platform until March 18, 2023:

a) List of film dialogues (if any), in Portuguese, in .doc file format, for electronic subtitling and audio description purposes;

5. FESTIVAL AWARDS

5.1 The winning films will be defined by popular vote and will receive, in addition to the certificate, a prize according to each modality (I and II), as follows:

I. R$ 10,000.00 (ten thousand reais) for the competitive exhibition described in item 1.1 “a” of these regulations;

II. R$ 20,000.00 (twenty thousand reais) for the competitive exhibition described in item 1.1 “b” of these regulations;

5.2 The value of the award will be paid by the organizers of Cine Plural, upon receipt.

6. AWARDS AT SHOWS BY POPULAR VOTE

6.1 The popular vote, constituted by the spectator public, will define the winners of the two competitive categories;

6.2 The popular evaluation will be measured through voting cards that will be distributed to the spectators at the beginning of each session;

8. GENERAL PROVISIONS

8.1 There will be no judicial appeal against the articles of this regulation;

8.2 Any criticism and/or suggestion should be sent to the filmmakers via the electronic address: (www.cineplural.com.br).

8.3 Questions not provided for in this regulation will be judged by the festival's organizing committee, whose decisions will be sovereign and unappealable;

8.4 The prize is personal and non-transferable and cannot be converted, in whole or in part, nor be transferred/assigned to another person;

8.5 The director, at his sole discretion, at any time, if deemed necessary, may change the rules contained in this regulation;

8.6 The participant may not claim, under any circumstances, that any brand, logo or identification sign has been created and/or modified for their benefit, or claim any right of ownership or property, and the use of any brand and/or symbol of the organizers will be restricted to the conditions stipulated in this competition;
